I am not familiar with this particular radio, but in looking into your question, it seems you need Motorola software, a Motorola programming cable, and possibly an older computer to run the programming software. I found this website.

PS. Last I checked, the use of MURS freqs is only allowed at 2 watts and GMRS frequencies require an $80 license from the FCC. HAM radio channels require a license from the FCC.
