Technically, for indoor arenas even an FPS as low as 300 would be perfect. You can hit people with pinpoint accuracy all day long indoors with a stock Tokyo Marui AEG at 280 fps. And in my opinion that's the best way to go, why add more FPS when you don't even need it? All it does is cause BBs to inflict more damage on impact. It doesn't help your accuracy, and your average engagement distance is going to be 20 feet.
The problem you run into is manufacturers, they f***ed it all up. They'll make new AEGs shooting at 350 or even 425 fps stock so newbs will buy them. With lower limits you are either forcing people to downgrade springs or they simply cannot use those specific model of AEG. You limit your audience. Because all of these guns shoot so hot, Arenas end up making STUPID rules like "semi auto only" and Safety Kills. Safety kill rules completely ruin CQB, the whole point of CQB is to think and react quickly. I've already conceded to the fact that I'm going to get shot up close when I enter an arena, quite possibly a few times.
Luckily, lots of newer AEGs have quick-swap spring features. But again, ultimately it's up to your insurance. They'll probably allow up to 400 regardless. The only thing you should be concerned about is not being liable when, not if, injuries happen. Because if you aren't covered and you get sued, that's game over for your business.
