I guess I don't understand the scenario.
I just have a costume planned out, and a character in mind that I won't be able to successfully play without being able to get near my enemies and talk to them without getting lit up. I won't be posing a threat to them, as I will be utterly unarmed.

grenade rules are in effect only for "somalia city"
This is only to help enforce a safer atmosphere instead of lighting up a room full of dudes.
Nerf howlers/rockets and racquet balls are acceptable to use. I like racquet balls better because they are lighter than tennis balls and have no metal parts unlike most simulator grenades.
Throwing one into a room (window/doorway) and landing will successfully kill all occupants in said room.
I will see if I can scrounge up some rockets if anyone wants to purchase some. Of course only what I pay for them.

problem I see is that you are trying to incorperate a dynamic thats not part of the game. If I had made a part for this character to be part of the game I would say sure however I didn't. So now we have to go into how the other teams should interact with you. Whats the purpose of this character.
I have yet to be provided with any details about what you want to do and honestly with how much I have left on my plate I dont want to even think about writing a prochedure for this person of yours.
I say dress up, grab a gun and fight.

So if we bring tennis balls and racquet balls to the event those count as grenades? Can we do the saving dive on them so only the one person dies?
