Sector gear "tear drop" worn down

A local tech and myself have tried literally every possible mod on my CA SR25 to fix no semi. The cut-off lever engages(not enough?) so the trolley doesn't disengage on semi. We've tried a new lever(steel), a new trolley, all, nothing. Is it likely that the sector gear "tear drop" has worn down to the point it no longer engages the lever enough?
