Can a JG AK take real steel handguards?

With extensive modification to the handguard due to TM design, yes. VFC would require much less modification.

Short answer is therefore no. You can't buy that part and plop it onto your gun.

Now, if you are really determined to make that part a fixture on your AK, then the answer is yes, with hours of cutting, sanding, filing, etc.
