Trouble sizing PC, HELP!

Hi, I just recently bought a Pantac replica of the EPC. I got a medium but am having a little trouble sizing it. I adjusted the buckles to the smallest setting they could go and tightened the strings that connect the cummerbunds in the back. But when I put it on and velcroed the cummerbunds to the two patches of velcro on the vest it was really loose and it pulled out 3 or more inches off my chest, 4 on the bottom, and the cummerbunds weren't tight at all and just sagged. The only way I'm able to get it to fit snuggly is by overlapping the cummerbunds which gives me less MOLLE real estate and makes all the pouches bunch together uncomfortably. Does this ming that I should have gotten a small or am I just missing another ways to adjust it. Where I bought it from said it would fit people 177cm and above, I'm 5' 9" so thats only one inch more than 177cm and I don't think a going to get any taller. Does anyone have personal experience on how to adjust these things? Its getting really frustrating and I don't want to return it for a small. please help.

Did what you suggested and tied the cord (which it does have) to the MOLLE weaving itself. It fits perfectly and snugly to my torso. Thanks for the help, I would have never of thought of doing that.
