Do get the software to program it, though (from their ordering webpage):

** TX frequencies are factory-set for ham bands only.
Software is available to expand limits for properly licensed users

The UVD2P is dual band. Which means int Tx/Rx on both 2m and 70cm. He should be find right out of the box.

Edit: I think the set Tx bands means he can't get onto the higher 2m bands that are used for LE/EMS/Fire.

Hi everybody.
Yes this radio is programmable in the 460.000 range.
I have programmed the radio with the 22 FRS channels in it. And the local NOAA weather radio freq.
And yes it is a Dual band HT. very nice features.
I am working on getting my technicians license so I can HAM it up with the rest of you guys

This weekend I will be using it at Sausagefest as i am the US commander. if anyone wants to take a look at it, come hit me up. I should be camping. Its a really nice radio.

I have worked with the Wouxun radios in the past, when they first began to trickle in to the US via ebay, and they are a nice radio, for what they are. They are a use and chuck radio, as if they break, you're gonna be hard pressed getting it serviced. They come with some very nice features, such as an integrated flashlight, [but the biggest downside, and a major turnoff for many amateur radio operators is the lack of a standard antenna connector.]

EDIT: It appears that they have remedied the above issue with the antenna connector.
