How to repair plate carrier?

So I bought a Pantac CIRAS and have now managed to break it, in a way. I had a bunch of weight in the hydro pack (food, water and a full roll of duct tape) and the hydro pack was flopping around and managed to tear stitching of the panel the MOLLE is on (not the molle itself, the panel it rests upon. Its hard to explain, if a picture would help let me know).
Anyways, my mom wont let me use her sewing machine to fix it, because the Cordura would chew it up.
My dad suggested I either sew it with fishing line, or take it to a shoe shop and see if they would do it.
What are my options?

Even with all that weight, your PC still shouldn't have torn.

If its flopping around too much, consider moving stuff to another pouch and/or securing it better to your PC.

When you repair the right side, I'd suggest reinforcing the left side as well so it doesn't happen again ;)
