The tag needs a contract number to be an MBAV. :) Soft armor is irrelevant now that some dont even come with sewn in armor. The contract thing is probably wrong as they have like 30 different tags for MBAVs now. And Civi contractors could buy MBAVs at a certain point in time (but they didnt have a contract number if they bought it that way). So that might be why it has no contract number.
