You don't need super high fps to shoot people. Keep it low, get closer to the enemy, and save your gearbox.

Leave your spring compressed for a little bit.
I did this with my old Mp5 and it decreased by 1fps. 2 weeks stored with the piston fully back. It may work, it may not. The only surefire way to decrease FPS is to put a new spring in it.
So if a new kid with say, one of those new A&K SR25 rifles shooting ~430-450, you're going to turn him away simply because he either didn't know how or couldn't afford to have his gearbox spring changed? I know at least a couple guys who have guns that are shooting hot (upper 420-430s) due to previous owner upgrades or just a over-zealous ACM companies that have no gearbox experience and very limited income.
P.S. The SR25 was only an example, I don't know their exact FPS out of the box.
Yes. I usually have some wiggle room, but never that much. I post games far enough out that a player can take care of the things they need to to attend.
And on top of that, ESPECIALLY if it was a new kid, you'd not let them roll with that.
