I get the general things from the photos, but I can't find a kitlist for the life of me.

I've got a partial one, but research is tricky. It's not that the information isn't out there, it's just pretty hard to find. The language barrier doesn't help either. Eventually I hope to have a comprehensive (as possible) list put togther. I'll PM you what I have so far.

If anyone else would like to see it, let me know, or I can post it publicly on AP

That's because they're ALICE belts, not LBV-88s. As far as I can tell LBV-88s didn't become common until the mid-90's, this is a little before their wide issue, although they are still fine for a mid-to-late 90's loadout with PASGT armor.

What appears to be a HSGI Wasatch over soft armor. For MOLLE vests, the CIRAS is the most common. SOF are allowed to wear pretty much whatever they want

Modern MOLLE vests, typically CIRAS's, are often worn without plates over the standard German flack vests as LBVs
