LBT 6094 internal magazine holder/ cumberbund flap torn?

Hey, so I just got my lbt 6094-UW and I was wondering if this was normal. On the front panel where the molle tab comes down to Velcro the cummerbund into position, there is a slot where you can place magazines. The same internal slot where you can place the lbt magazine insert that they sell separately: http://lbtinc.com/pouches/magazine-pouc ... -2154.html

In any event, the top of this area is torn and I was wondering if it is supposed to be that way. Is this a design feature that allows easier instillation of the bungee retention insert, or is it simply a tear in the stitching? This vest is brand new from LBT, I just opened the packaging myself and am worried the vest is already torn. I know this might be confusing but the location of this tear is hard to describe. That's some incredible customer service for Crye to fix London Bridge Trading stuff. ;)
