I don't think it will come to that, though. I think most cheating players, if you give them a stern talking to and then say, "okay, that's your warning" will a)show you an ID (whether it's state or league) and then b)will straighten the f**k up. Busting a guy once and showing him that he's on your radar will do amazing things for his sportsmanship.

OR you have groups that never call hits and cheat whenever possible, and a league would be able to find out those groups and ban the whole group outright from league events.
A league of teams is a good idea. A league that reorganizes previous teams and organized groups is a bad idea and would end up scaring off teams afraid of losing their identity and giving leadership to people who haven't already earned it among their peers.
