Why the hell did you this turn into an FPS limit debate, IcePrick?
Limit is 400, there is a buffer due to chrono tolerances and other factors, but don't push it. The best way to see what a new gun really shoots is to shoot it a bunch, as suggested until the components settle into a consistent pattern, which can be as much as 15-20 FPS. If you are still over, give the spring compression method a try, which is cycling your gun until before it fires, and leaving it be for a while.
That may or may not work, it depends on the spring and how much it's compressed, but it is also a danger to your components, if you have a defective piece of your gearbox puzzle. The most effective way is to get a spring that will be a lower FPS, and change it, or have someone else change it if you don't know what you're doing.
